If a client wants to merge their reports, you need update the Signature Security settings here to Sign PDF:

Here's an explanation of the different options:

1. Sign and Certify PDF without Annotations: this will be the most secure of the 3 options. Users will not be able to make any changes or merge documents that have this signature. 
2. Sign and Certify PDF with Annotations: this will be our DEFAULT option. Users will be able to add notes to the reports, but will not be able to merge documents. 
3. Sign PDF: this will be the least secure option and it will mimic the security settings of Co-Sign. Users will be able to make notes and merge documents.
